It was a quote from this article in the online LA Times, dated last Friday:

The bit about gasoline production being set back a week if a refinery's power is cut by 30 minutes came from Philip K. Verleger Jr., a Newport Beach energy economist. I certainly cannot say whether or not he is right or wrong in this particular statement, but I think it's more than likely that refinery production along with business in general will be interrupted by blackouts this summer and this will affect gasoline supply. There is clearly very little margin for error.
