Just found this webpage with some basic info on CA refineries.

The big refiners such as ARCO account for about 91% of the oil products. No co-gen information is given, and I haven't found much on co-gen facilities in general in CA, certainly no comprehensive list, just some dribs and drabs of information. In fact, gasoline prices may not be a problem this summer, especially compared with electricity and natgas prices. :-/ It may be just One More Damn Thing, a minor inconvenience or The Last Straw. What got me about that LA Times article was the experts saying, oh gasoline prices will not be excessive as long as x, y, and z do not happen, or are not affected by rolling blackouts, etc. Right now having so many conditions attached makes me nervous.
