It is well established that the terms of civil marriage can be set by the state, which is why there is no polygamy. That is unlikely to be overturned anytime soon. However, the means of performing some of the functions I have mentioned already exist, and therefore a consolidation through a declaration of intent to establish a household together would likely work, as long as it was open to those without a sexual motivation as well.
