Skill and experience----you must be joking. There are few in Congress that I respect. My gosh! Someone even more cynical than I am. Skill and experience is a relative thing. I had in mind the newbies who come in all fresh faced with the same naive ideas causing a big flurry of activity to no end. They're really tiresome. It takes a while to learn how things really work and what you can accomplish and what you can't. There's something to be said for occupying legislators in useless activities just as they're something to be said for divided government--the more they spin their wheels, the less damage they can do. Still, there's a lot of overhead incurred by their learning curves as they investigate this and study that. Better IMO to not turn them over every two or four years. Karen
