Actually, I've heard there may be some merit to this claim. But that headline is just plain hilarious.

When I lived in LA, there was always some conspiracy screwing up the city. After a while, I began to wonder how much truth there was to those conspiracies.

In any case, they usually led to a lawsuit. ;~))
