Rather then just repeat myself or start a "yes it is, not it isn't, yes it is" argument I'll just state that I disagree. I don't however disagree that the sanctions have contributed to the suffering of the Iraqi people.

Also sanctions and no fly zones don't equal an invasion. Sanctions aren't even close. Imposing a no fly zone would be traditionally considered an act of war but it isn't quite an invasion -
(1 : an act of invading; especially : incursion of an army for conquest or plunder) we aren't conquering Iraq or grabbing plunder from it.
