Part of the lower pay was the war on the commodity producers - including miners. As to "acquiring knowledge", there has been a move from some cities being mixed economies to singular. Even some of those somewhat larger(70-200k population in distant areas) cities that have a major university have lost much of what diversified their economic base in times past. They are often now mainly "a college town".
