It seems your knowledge of Intel's licensing is selective. Intel was hit with an antitrust suit by the Clinton DOJ about the same time as MSFT. INtel settled the suit by giving VIA ALI and SIS P3 bus licenses and by giving DOD free use of all their IP. Intel objected to VIA dealings in particular since they aquired Cyrix for penuts at the same time frame.
So it would logical that Intel would be willing to offer a P4 license to p3 bus licensees if they abided by previous license agreements.
