No need for theories. Basques speak Celtic. They are Celts.

Celts are Austrians, Basques, Manx, Scot, Irish, Welsh, Bretagne, Cornish (Same as Bretagne), Briton (Belgae), some Swiss and Belgian. Some people say the German is another form of Celt as Celts gave so much of their culture to Germany. But in ancient times Germanic languages were differentiated from Celtic, although old German and old Celtic are similar in many ways. Of course they are both ancient Indo European Languages.
