"I don't think that one can express an informed opinion unless one studies all the details" Agreed, but that is a LOT of details in this case. My opinion is only based on my experience before and after the attempted deregulation in CA. Don't know what it is like to be in a completely deregulated utility market. Only completely regulated and half regulated. The completely regulated was working fine for my power needs. Better hurry and finish my message as my grid is next in line to be shut down <g>. Scott
