No, but its a strong step towards it. Before this move, Bush had been snubbing Russia, implying they are not worth the effort. Now he has made it clear that US-Russia relations are going backwards. Already, Russia has announced its getting ready to expell US diplomats.

This is not progress...it seems we are going backwards in all things. And if you think this will benefit the markets, think again. People are not stupid; he is making a 180 degree turn without the necessary support.
