That depends. One reason why generators are idle at times is because "the generators" may not be getting paid by the ultiities and consequently can't pay their own costs.

ex:

The arrogance of Gov. Gray Davis and the majority of politicians in Sacramento is astounding ["Powerless again," March 21]. Consumers are demanding solutions to blackouts, but politicians are unable to give them. Last week, Davis stated he could solve the crisis in "27 minutes" if he allowed prices to rise. Well, what's taking him so long?

On the same front page, it's reported the Ridgewood Power plant is producing only 3.3 megawatts of energy when it could be producing 5 megawatts. Why has Ridgewood scaled back power output during blackouts? Edison owes them $1.5 million. Lack of action by Davis to fully deregulate the electrical market in California to restore power, reduce prices and promote competition is not only political suicide, it borders on fraud.
