The new stepping doesn't have the extra set of connectors to the side of the CPU die. Several images have been linked to on this thread in the past couple of days. One example is Anand's:

Fyo already answered this. You can also check the serial number. If it starts with AXIA it's apparently the new stepping (although the package of the AXIA 1.2 GHz 133 MHz FSB Athlons is still the old one).
