The implication is that utilities have been responding to what they thought government was going to order - despite the lack of scientific justification.

Last night I heard VP Cheney say that 1300 new power plants will be required in the next two decades. Let's hope this last episode provides some lessons.

Yep lots of coal and Bush wants money spent to find how to burn it cleaner. Mexico has been burning gas off instead of selling it to the US. Hopefully the good relationship between President Bush and Presidente Fox will cure this.

Yes, natural gas produces less of all pollutants but pound for pound or gram for gram for any fossil fuel, one atom of carbon produces one molecule of CO2 when oxidized, ie burned. Coal has many other contaminants that produce pollution but do not be mislead into thinking that natural gas produces less CO2 than any other source. There are processes to reduce CO2 emissions , eg bubbling it through LiOH as is done in space vehicles, but the vegetation of the world consumes most of it and produces O2 in the process. One can see, therefore, that reducing the forests of the world will cause a concomitant increase in CO2 level.
