The California ISO (Independent System Operator) is saying that the state was hit with "excess" charges totaling $6.87 BILLION since May, of which $6.2 BILLION appeared to be excessive charges during times when power was not in particularly short supply. They are now investigating whether the co.s were engaged in price gouging.

Price gouging is when you are in the desert, dying of thirst, and I come up to you with a nice, cool bottle of water. I see your need, and on the spot set the price of water to $10,003 per gallon plus your first born. You naturally agree, but later on say "Wait a minute, I think I've been gouged". I say "Hey, tough, supply and demand". Then, you pull out a handgun and kill me.
