My fire station analogy attempted to break the problem into two components: cessation, and prevention. The "cessation" is to remove the ability for crazy teens to perform such crimes; remove their access to guns. The "prevention" is a combination of education, removal of access to drugs, raising of standard of family living, etc.

Both are needed.
