Certainly, the founding fathers were afraid of both foreign intervention and foreign "encouraged" internal revolt. Remember, the times were much different then. The founding fathers were also deathly afraid of a standing army, since they were unsure that Democracy would really work. Fortunately, 200+ years have proven the strength of Democracy, and our commitment to it.

We no longer need to fear our standing army, but we have new fears that the founding fathers could never anticipate. Those include the ethical erosion of the American youth, and their access to drugs and guns as mechanisms for amplifying their angst.

In short, the concerns that faced the founding fathers have changed. They were never faced with the problem that rampant and abusive gun ownership have caused. We must face up to the realities of today, and its unique set of problems.
