They are talking ONLY about desktops - or at least one must assume so, since their arguments are only valid in the case of desktops:

Despite the claims of some, it is not stupid to do this, as it guarantees that they get more life from their current processor core. As consumers, we don't like it, but for the manufacturer it provides a better return on investment for their R&D on the product.

Again, if the current Athlon could actually go into mobiles, this desktop argument would apply. However, that is not possible, making the introduction of a mobile Palomino a GOOD THING - and delay of same a BAD THING.
