Infrastructure needs paying customers to finance it. Ask CSCO how they are faring as dot.coms sell their routers in the second hand market while they are going out of business. Ask telcom companies that paid billions to by spectrum in Europe that will never pay for itself. The idea that infrastructure will eventually find a use no matter what is bogus. Infrastructure cost money and it has to be financed and it needs to yield positive cash flow or it is wasteful. It would be the same if we were talking about a real estate boom with massive overcapacity in buildings -- actually it is worse in telcom because buildings do not become obsolete as fast.
