Ditto on the teachers. If you draw a good one, the kids can get a great education. If you draw a bad one, look out. My son's kindergarten teacher was barely qualified, and he fell behind. Only additional after school tutoring allowed him to catch up.

That is one thing I'll say against public schools, and in favor of private ones. If the school has unqualified teachers, it takes an act of God to get some action. Even if they are new teachers. In CA, there has been a teacher shortage due to the low unemployment and the recent class size limit rules. At private schools, I'm sure they can just terminate incompetent teachers (although as a manager I know firing ANYONE can be a nightmare).
