I know that "a rising tide lifts all boats" is an article of faith among conservatives. I do not think, however, that the evidence of the past twenty years really supports this contention.

A successful business is closely connected to its customers. This includes the freedom to monitor the economic payback of different customers and to concentrate attention on the more profitable customers while excluding unprofitable customers. In this regard businesses differ from government, which is committed to serve all the citizens of this country.

To say "For the truly handicapped children in our society, government programs are already in place to assist them" is misleading.

First, the programs are not in place with any consistency; if they exist at all it is due to long struggles in individual states. Second, the programs are dependent on support for the public schools. If every parent has any money and/or cares about schooling uses vouchers to go elsewhere, the schools may lose all political support.

Your comments about needing a QIS system are on target; there is plenty wrong with today's public schools. I often feel that the current voucher debate forces me to choose between defending the status quo or siding with forces who will be just as well pleased if the public school system is destroyed -- after all, their children go to private school already.
