I always enjoy the standard Republican rhetoric that there are other ways to solve social problems besides spending money.

I was talking about global warming not social problems. As for throwing money at social programs, any government solution is going to require lots of money, but I think a lot of the money that has been thrown at some of these problems hasn't been very well spent of effective.

Reagan sent the public school system down the toilet with his famous "you can't solve the problem by throwing money at it" line.

Most funding for public schools is state or local. Federal spending is still a small %, and it did not go down under Reagan.
