Yes, that is my understanding atm. I don't think they necessarily take steps of 1 level at a time, but I'm not sure if it would actually make much of a difference in terms of mean dissipation. Performance requirements tend to be rather stable, not spike up and down (on the time scale of 200ms). Either you're playing a DVD or you're not ;).

(not that a DVD is actually very taxing - a 500MHz Duron can do it easily)
