I have to agree with that. I was quite impressed by the friendliness and helpfulness of the people. The first trip to
Costa Rica was a flight from Guatemala (after partially recovering from cholera that I caught there). The people of the two nations were quite a contrast!

Costa Rica was not as poor as I had expected, actually. The average citizen appeared to be more prosperous than either Mexico or Guatemala

Costa Rica does have a Civil Guard (Guardia Civil). That first trip to Costa Rica was during the late 70's. At that time, Nicaragua periodically threatened to invade Costa Rica. The Civil Guard was supposed to provide some minimal defense of Costa Rica. The US made it clear to Nicaragua that this would be a bad idea and the invasion never happened.
