Actually I have absolutely nothing against fat people. I feel that discrimination against fat people is wrong. I don't want to be fat, because it is hard on the joints and limits mobility and fashion choices, but I really try not to be prejudiced about fat in 3d. As for stupidity, I try not to be prejudiced about that either. After all stupidity is hard to diagnose and is rarely global. Someone who was very careless (stupid) about seatbelts might be brilliant in other areas (likes physics, music or chemistry). So even though I do not like to associate with people I consider stupid I fully realize that my criteria for defining stupidity are biased by what I find "smart" and so are completely subjective. I would not want to base a risk calculus upon my idea of who is worth saving and who isn't. I'd rather do it by sheer numbers. I think that's more fair.

We probably can design seatbelts to fit anyone. I am sure if you are willing to pay really big bucks this is already possible. However, until the seatbelt utopia (and I do hope it comes soon) is upon us I am happy with the laws that make people buckle up.
