ODB, what concerns me more than the "at least 3 quarters" in Chambers' remarks is his observation of the U.S. impact abroad. It has spread to Asia, and beginning to hit Europe. Most leading companies derive a significant percentage of revenue from international sales, particularly from the Pacific Rim and Europe. So, 3 quarters of poor visibility may very well extend into 6 or longer.

Deteriorating economy in Europe may be one of the reasons Tony Blair doesn't want to delay the election until Fall despite concerns that drawing the crowd out for Spring election could promote the spread of hoof-and-mouth.
