So here's a conundrum for you: My wife works as a cashier at a cafeteria in the federal building. When things are slow she cleans the tables and refills the salt shakers. When she's there, the place is spotless.

The state came in with a mentally disadvantaged youngster and spent two hours a day for two weeks showing him how to clean the tables. When they finished their training he could "clean" the tables in two hours. The cafeteria couldn't hire him; they couldn't meet state health standards if they did because his work didn't measure up.

Another mentally disadvantaged person works at the federal building emptying trash. It takes one person to supervise him, and the supervisor could finish faster without his help. But the person has somebody very wise on his side. I'm told he owns his house and has a bank account. I see this as a worthy trade-off for an efficiency downfall, much better than conceivable alternatives.

My wife still cleans the tables. It takes her ten minutes. They are clean. My wife has a five-year degree in nursing. She works at the cafeteria because she chose long ago to raise our family rather than pursue it. I don't like it but I guess things happen that way.
