Let's not forget that Hitler's rise to power was associated with German nationalism.

The Serbs had held sway over most of the Balkans after the death of Tito (who was a Croat), despite the fact that Yugoslavia was made up of various ethnic entities (croats, bosnians, slovenians, and albanians). One nation dominating over the others is an instant red flag that oppression of those minority ethnicities can spread and impact neighboring European nations (being swamped with refugees, or facing a hostile state on their borders).

I don't despise the Serbs, just their leadership at the time. Most people didn't hate Germans, but despised Hitler and the ideology he represented. I would wager the same goes for Milosevic.

And the end result is that the people suffer for the leader's aggressive policies.
