Ooo- you are doing a Home Project!
I'm impressed. We never do Home Projects- or seldom. Becuase they are never what they appear- they are always much, much harder. We started papering Ammo;s bath last weekend and it just got more and more complicated. It took five hours to scrape the paper off, and then Dan took the toilet tank off because he said it would be easier to paper the wall in back of it. And water went everywhere, which would have been worth it, had I bought the correct amount of paper only I didn't and we ran out before he got to that wall. Since I had bought this paper over a year ago, the likelihood of finding it again was slim. So Dan put the toilet back together and said get back to him.
This week I went to Home Depot and there was the paper! And not only that, they actually had ONE ROLL OF THE RIGHT DYE LOT. It was a miracle.
Now it will be another year though before Dan rotates back into a "paper bathroom" mode.
The short answer to your question is I have no idea what you put on the table. You could sand it. Instructions always say sand before painting. I would just paint it and hope for the best, which never happens.

A painted table? What ever happened to varnish and shellac? Lousy wood?

Use stripper. Wear heavy gloves and old clothes.
