Absolutely correct, enforcement is a key element. If you have superficial laws that appear to give coverage but there is no ability to implement enforcement, IP protection is weak or nonexistent. Taiwan is an excellent example.

A US patent does not apply to a product in Taiwan as long as it stays in Taiwan. But if the product arrives in the US then the US patent can apply.

Patent enforcement in the US is enormously expensive. There are ways to overcome this problem for companies with valuable patents if use use creative funding efforts.
