Definitely speculation. My conspiracy leanings don't run that deep -g-. I suppose any of the basic international despots or crackpots could do it and would be able to strike quite an economic blow to Western countries w/out fear of repurcussion. Hell, if plutonium can go missing from nuke plants I've got to believe getting a strain of a 70 year old disease out of cryo storage would be a snap. Boy would it hit the fan if it started trvelling through this countries livestock farms. I always thought it had "catalyst" type overtones and repurcussions.

Certainly just speculation though, as you said.
