He doesn't want to warn until he knows for sure he can't make the quarter.

He is trying to talk down consensus estimates low enough in order to do one of two things:

1. Issue a profit warning that does not look too far from the LOWERED consensus estimates

or

2. Guide down estimates that can be made with his regular negative comments.

I am not sure which scenario it is but I don't want to buy this stock until I know....and even then I might not be interested if there are better places to put my money.

You'll get a chance to pick up CSCO under $14. But there will a lot of chances like that because I don't think CSCO will bounce back any time soon. Chambers said it himself: 9 more months at least. (He said "at least" twice in his speech).

Long stocks in a prolonged bear market is like shorting stocks in a long bull market. Too much risk.
