Probably. What are the population growth figures and inflation figures for CA from 1978-1992? I suspect much higher than the increase in spending.

The 75% growth in inflation adjusted spending was from 1980 to 1992. I don't have figures for 1980-1992 but from 1975-1985 CA's population went up 22.5%. From 1980 to 1990 it went up 25.9%. From 1985 to 1995 it went up 21.4% (Raw data from cap-s.org

Even if we take the highest figure we have 25.9%. Then multiply it by 1.2 (12 years instead of 10) and we get 31.2%. Meanwile in the 12 years in question inflation adjusted spending increased 75%.
