I agree. People aren't turning into morons overnight just because of the economic malais. Smart CEOs are now saying to CIOs, "I am no longer going to throw money at technology. You need to be more diligent about showing me how I can get business value (ROI) out of my investment. Give me a good business case for the expenditure and I'll fund you."

That's what I'm seeing in my line of work. Technology is now being used where it can add the most business value. Project that were worked on for the hell of it or just because some developer wanted to use some cool new technology are falling by the wayside.

So I believe that technology spending will continue, but greater emphasis will be put on using it where it adds incremental revenue or cuts costs, and where it can pay for itself.
