The real volume will be with Thoroughbred. My guess is that AMD is preparing for the potential that they may need foundry services to meet demand for Thoroughbred. Thoroughbred will not use SOI.

I would rather see see Austin brought up to the latest process technology. If Thoroughbred/Apaloosa are shrunk down to about 70/60 mm^2, Austin can provide incredible volume of these chips.

I would rather see AMD explore all other options before signing up with IBM Foundry services.

The agreement specifically says SOI. They even marched out Davari (the big SOI proponent at IBM) for the announcement.
A bulk foundry agreement wouldn't justify this. They happen all the time.
