Re: I don't see how IBM can supply much of AMD's SOI requirement so don't know what this really means other than it appears they will be supplying something.

If thunderbird is good for 1.4 or 1.5 GHZ (on .18, without SOI) and Palamino were good for a 25% or 35% frequency boost and even better IPC than thunderbird, then AMD would need every .18 copper wafer start it could lay its hands on.
