Bill, We only have the WSJ/DJ story, which is talking network size and not RFPs going out. The Chinese companies still need regular licenses and not R&D ones. Here's another short clip on the Unicom buildout. Cooters

11:25am 03/27/01 Qualcomm up on China Unicom's capex plan (QCOM, CHU, $NDX) By Tomi Kilgore
Qualcomm (QCOM) , the developer of CDMA wireless technology, is surging $3.31, or 5.8 percent, to $59.94. As of Monday's close, the stock was the third-heaviest weighted component of the Nasdaq 100 Index (Cisco Systems (CSCO) is fourth). China Unicom (CHU) reportedly said its parent would spend the equivalent of approximately $2.4 billion to build a CDMA network by 2002. SG Cowen pointed out that in the Feb. 13 edition of the China Daily Business Weekly, China Unicom executive director Li Zhengmao stated that the company would spend the equivalent of only $1.8 billion on its CDMA network. Cowen feels the increased expecatations of capital expenditures is a positive for Qualcomm. The NDX is currently surging 60.02, or 3.6 percent, to 1,736.92.
