None if the individual personally pays all the consequences.

That isn't usually given as an option. Sure the individual could decide to pay for all of the consequences but the government might all ready have some program that pays for it and you apparently would support restricting the individual from doing something risky because of the program whether or not he would pay for all of the consequences.
