Hi Don,

You've seen through Gray Davis's spinelessness. He's hoping to be a Presidential contender in 2004 and has been running on a "nice guy" campaign. Nothing unusual about the PUC or his lieutenants being the ones to play the "bad cop" role. Davis astutely understands that shooting the messenger is one of the surest verities of the politician's lot in life. So, he'll sidestep as many messes as possible. I can't say that I blame him.

As far as price signals are concerned. I think this is actually a great thing the PUC has done. What the general public in California needed was a good swift kick to understand reality. And the reality is that California has been acting like a spoiled child with regards to siting new power generation facilities and has simply got to face up to the reality that the system has been allowed to become too antiquated.

BTW, the Cal ISO just moved up to a Stage 2 alert. Now that Palo Verde I is being stepped down for refueling, we ought to expect these alerts to be a chronic feature of the erstwhile shoulder season.
