y(n+1)=2*y(n)+b*y(n-1)+x(n)

Most of the pipeline involves fetch, decode, and data dependency resolution. The instructions are sitting in the reservation station waiting for data dependencies to be resolved, so the pipeline depth has no impact on the IPC of the example you have provided.

However, the higher clock rate associated with an intelligently crafted long pipeline does make a significant positive impact on the execution time.

In addition to what Scumbria said, you can always pipeline your iir filters and there are ways to mitigate the effects of the extra poles created in the feedback loop.
