I just decided to look at a monthly on qcom:

siliconinvestor.com

First time I've ever done that--but isn't it interesting--it has retreated back to where it began its truly parabolic rise (or just slightly below it, but basically the same area)--

Why would you buy back every month, once it had begun its descent? The point is you'd wait until it had really tested bottom at least twice. Greg (now boplicity bebop) has often said that. In a way thats what ed is saying in "base and consolidate". Now it looks like this area is pretty good support.
