The difference between Base and Peak SPEC scores is(I believe), base requires all tests run with the same compiler options set while peak allows the compiler to be tuned for each test. For this reason most consider base to be the number to use when comparing processors. In this case the Athlon runs a distant 5th. P4 processors appear to be little affected by compiler options.

P4 is still king to the Athlon in SPECfp

Yes it is, and by a very wide margin.
