How likely are x86 applications to be compiled perfectly optimized to achieve the best balanced performance on a given processor, given you have said Intel's compiler produces dramitic improvements on Intel processors and the K7?

Nothing will get perfect optimization but consider that P4 shows a 2.3% difference between base and peak, while Athlon shows a 12% difference. Which do you think will be better with generic compiler switches? (Assuming of course they use a good compiler)
