i'm not sure what you're trying to find out. it means exactly what it says. the bubble monster has raised 9,5 billion smackeroos in short term cash, presumably to cover short term liquidity needs and help with the current bubble reliquefication effort.

Fannie Mae buys mortgages and sells securities (bills, notes and bonds). I think they are buying back securities that pay higher interest rates and selling securities that pay lower interest rates.
