Ismat Abdul Meguid, secretary-general of the Arab League, declared that the meeting was very successful and issued the Amman Declaration that outlined the statements agreed to by the 22 Arab world leaders who attending the summit. The meeting focused on Palestinian-Israeli relations but also touched on U.N. sanctions placed on Iraq when that country invaded Kuwait. Among the points of the Amman Declaration, the Arab League called for about $900 million to be transferred from Iraq to the Palestinians, the continuation of the shutdown of economic and diplomatic connections with Israel, the end to Israeli nuclear proliferation and the continued suspension of multilateral talks with Israel. Abdul Meguid also said that the Arab leaders expressed deep dismay over the U.S. veto in the Security Council on the establishment of an international force to protect the Palestinians , saying this "contravenes the U.S. responsibility in the peace process." He said that in the final communique there are two resolutions about Iraq. In the first, the summit decided that Jordanian King Abdullah would hold consultations to continue the rapprochement between Kuwait and Iraq. The second reference is under a separate attachment to the communique under which there would be high-level contacts concerning the Kuwaiti and Iraqi missing and prisoners of war.
