My point was not who's is bigger, but that the building traffic crisis there is consistent with the timescale of Prop. 13. It took Houston over 15 years to get road construction caught up with the growth during Boom Time, and that counts the population decrease after The Bust. Now with the building boom north and west of Houston, no doubt it will be getting bad again...

Sorry, I got the impression from Tim's post that you thought Houston was the worst in the country. And I was not trying to infer that LA is bigger. LA just went for too long relying on freeway and surface roads for most transportation. The old mass transit system had been gutted by General Motors back in the 50's and only the bus system remained by the time the 90's rolled around. Apparently because there were no major snafus during the '84 Olympics, there was a sense of complacency during the 80's re mass transportation.

Since then, LA has really made diligent efforts to get a mass transit system in place to augment the existing bus service. That includes a new subway, several heavy rail commuter lines and two light rail lines with one more under construction. But like you pointed out, it should have been done ten years ago...LA is way behind in managing its transportation. As a result, traffic is an absolute nightmare, and btw, Seattle is no piece of cake either, having come in 6th in that study. But compared to LA, it is cake.
