The amount of mass transit that can be built is limited to the amount of $$$ generated by the new law and monies from the feds.

"limited to the amount of $$ generated by the new law"?? What is this law a tax law that has all of the funds from it dedicated to mass transit? If the politicians determine mass transit to be a priority I'm not sure why they can't just give it a slightly bigger chunk of the the overall budget. Did they pass a law saying that all mass transit spending can only come from this dedicated tax? Could you explain this a bit more?
