Do you want to go back to the 70%-90% top marginal
rates we've had in the past?

Keep in mind that very few people ever really
paid those rates in those days because the tax code
allowed people to shelter income in various ways.

Without also undoing the 1986 act which removed those shelters,
if you imposed such high marginal rates now, I suspect high-income
people would actually leave the U.S.
