There are new March 2001 techdocs on the AMD website. amd.com There's a new one for the PPGA Athlon including frequencies up to 1333 and a new on on the 761 chipset. Maybe there's details in there on PowerNow2.

On the Athlon - it lost about 4-5W of power consumption vs. what a straight extrapolation from 1100 and 1200 MHz should have given. The 1300 consumes only 2 watts more than the 1200 at 61W typical 68W max.
The 1333 consumes 2 watts more than that.

Maybe they need them badly ...

California regulators Tuesday approved monthly electricity rate hikes of about 40 percent. The state already suffered rolling blackouts this winter, and more are likely in the summer heat.
