I have not given enough thought to precise penalties. My inclination is, in fact, not to penalize the woman seeking the abortion in the first trimester, but rather the provider, although I cannot easily see an alternative to a fine for contriving the purchase and use of RU 486. Nevertheless, I have not given much thought to the precise schedule of penalties, or what might constitute mitigating or aggravating circumstances. Now that you have raised the question, I am sure it will work in my mind somewhat. If I have more to say later, I will let you know.......
